Resolución 100/2011
Declárase a la Provincia de Tierra del Fuego, Antártida e Islas del Atlántico Sur, "Zona Libre de
Brucelosis y Tuberculosis Bovina".

VISTO el Expediente N° S01:0027290/2008 del Registro del entonces MINISTERIO DE
ECONOMIA Y PRODUCCION, la Resolución N° 539 del 25 de noviembre de 2008 de la ex
SECRETARIA DE AGRICULTURA, GANADERIA, PESCA Y ALIMENTOS, y
CONSIDERANDO:
Que por la Resolución N° 539 del 25 de noviembre de 2008 de la ex SECRETARIA DE
AGRICULTURA, GANADERIA, PESCA Y ALIMENTOS, se aprobó el Plan Regional de
Certificación de Zona Libre de Brucelosis y Tuberculosis Bovina para la Provincia de TIERRA
DEL FUEGO, ANTARTIDA E ISLAS DEL ATLANTICO SUR.
Que los productores y las autoridades provinciales han expresado por medio de sus
representantes el interés de la citada Provincia, por participar en el Plan Regional de
Certificación mencionado en el considerando anterior.
Que se han tomado en cuenta las recomendaciones previstas en los Capítulos 11.3.2 y 11.6.2
del Código Sanitario de los Animales Terrestres de la ORGANIZACION MUNDIAL DE
SANIDAD ANIMAL (OIE), correspondientes a las zonas libres de Brucelosis y Tuberculosis
Bovina, respectivamente.
Que la Dirección Nacional de Sanidad Animal del SERVICIO NACIONAL DE SANIDAD Y
CALIDAD AGROALIMENTARIA (SENASA), realizó una evaluación de todos los factores
potenciales de infección de ambas enfermedades en la mencionada provincia, así como su
historial epidemiológico, lo que permite declarar a la Provincia de TIERRA DEL FUEGO,
ANTARTIDA E ISLAS DEL ATLANTICO SUR, como "Zona libre de Brucelosis y Tuberculosis
Bovina".
Que entre las acciones técnicas de vigilancia establecidas se realizaron los muestreos
epidemiológicos para Brucelosis y Tuberculosis Bovina, los cuales arrojaron resultados
negativos para ambas enfermedades.
Que asimismo, por la Resolución N° 539/2008 se establecieron las exigencias sanitarias
oficiales para los ingresos de animales de la especie bovina a la Provincia de TIERRA DEL
FUEGO, ANTARTIDA E ISLAS DEL ATLANTICO SUR.
Que no se han registrado denuncias de casos clínicos o lesiones compatibles con dichas
enfermedades en la población bovina en la provincia, como así tampoco se han reportado
casos humanos en los centros de referencia de estas zoonosis.
Que se cuenta con capacidad diagnóstica para realizar los análisis que demandan los controles
de vigilancia epidemiológica en ambas enfermedades.
Que a los efectos del plan se han realizado cursos de acreditación y talleres para Brucelosis y
Tuberculosis dirigidos a veterinarios y otros profesionales de la Salud Pública y Animal, los
cuales han sido incorporados al sistema de vigilancia epidemiológica y controles sanitarios.
Que se instrumentaron conjuntamente con el gobierno provincial, las acciones de capacitación
para el adiestramiento en servicio del personal de la inspección veterinaria de los frigoríficos
nacionales y provinciales.
Que la Resolución N° 422 del 20 de agosto de 2003 del SERVICIO NACIONAL DE SANIDAD Y
CALIDAD AGROALIMENTARIA, la Ley de Notificaciones Médicas Obligatorias N° 15.465 y el
Decreto N° 3640 del 19 de mayo de 1964, regulan la obligatoriedad de denuncia de la
Brucelosis y Tuberculosis en animales y humanos, respectivamente.
Que se desarrollaron actividades integradoras multidisciplinarias en el marco del Plan Regional
de Certificación de Zona Libre de Brucelosis y Tuberculosis, que vinculó a los Organismos
Oficiales Nacionales, Provinciales, Municipales y Privados de la salud pública y la salud animal.
Que la condición insular de la provincia, el bajo ingreso de reproductores, el escaso índice de
movimientos entre establecimientos y los muestreos realizados con resultados negativos para
�ambas enfermedades, son requisitos suficientes para avalar la condición de Zona Libre a la
Provincia de TIERRA DEL FUEGO, ANTARTIDA E ISLAS DEL ATLANTICO SUR.
Que por las características geográficas, productivas y sanitarias actuales en la citada Provincia,
resulta conveniente prohibir el uso de vacunas antibrucélicas en la zona.
Que la Dirección de Asuntos Jurídicos ha tomado la intervención que le compete, no
encontrando reparos de orden legal que formular.
Que el suscripto es competente para dictar el presente acto de acuerdo a las facultades
conferidas por el Artículo 8°, inciso f) del Decreto N° 1585 del 19 de diciembre de 1996,
sustituido por su similar N° 825 de fecha 10 de junio de 2010.
Por ello,
EL PRESIDENTE DEL SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA
RESUELVE:
Artículo 1° — DECLARACION: Se declara a la Provincia de TIERRA DEL FUEGO,
ANTARTIDA E ISLAS DEL ATLANTICO SUR, como "Zona Libre de Brucelosis y Tuberculosis
bovina".
Art. 2° — PROHIBICION: Se prohíbe la vacunación contra la Brucelosis bovina en la totalidad
del territorio comprendido en la zona alcanzada en el Artículo 1° de la presente resolución.
Art. 3° — Todos los productores, médicos veterinarios como así también otros profesionales de
la salud, tienen la obligación de denunciar cualquier sospecha o indicio de presencia de
Brucelosis y Tuberculosis bovina, según la Resolución N° 422 del 20 de agosto de 2003 del
SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, la Ley de
Notificaciones Obligatorias N° 15.465 y el Decreto N° 3640 del 19 de mayo de 1964.
Art. 4° — Se faculta a la Dirección Nacional de Sanidad Animal del SERVICIO NACIONAL DE
SANIDAD Y CALIDAD AGROALIMENTARIA, a dictar las normas y procedimientos
complementarios a la presente resolución.
Art. 5° — Comuníquese, publíquese, dése a la Dirección Nacional del Registro Oficial y
