CONSIDERANDO: Que conforme a las normas del Decreto Ley Nº 6698/63 , Artículo 9º incisos e) y g), a la JUNTA NACIONAL DE GRANOS le compete autorizar el embarque o carga de los granos y sus subproductos que se exporten y establecer las condiciones que deberán reunir todos los medios de transportes para que los cargamentos lleguen a destino en buenas condi c iones . Que l as atribuciones mendionadas han sido transferidas al INSTITUTO ARGENTINO DE SANIDAD Y CALIDAD VEGETAL (IASCAV), en virtud del Artículo 37° del Decreto Nº 2284/91 . Que mediante Resolución Nº 306 del 8 de julio de 1983 del Secretario de Agricultura y Ganadería de la Nación se estableció la fiscaliza c i ón fitosanitaria de los granos según muestra representativa del volúmen de embarquea proveer por personal de la JUNTA NACIONAL DE GRANOS. Que el IASCAV se encue ntra e n etapa de organización de sus autoridades y personal y, a su vez, la JUNTA NACIONAL DE GRANOS estA en proceso de liquidación. Que tales circunstancias generan un período de transición , durante el cual es n ecesario asegurar la prestación de los servicios tra nsferi dos .
