Resolución 894/2002
Impleméntase el Sistema de Mitigación de Riesgo de Carpocapsa, aprobado por Resolución N°
891/2002, en todas las regiones productoras que exporten manzanas, peras y membrillos con
destino a al República Federativa del Brasil.
BUENOS AIRES, 23 de diciembre de 2002
VISTO el expediente N° 19.818/2002 y la Resolución N° 891 del 20 de diciembre de 2002, ambos del
registro del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, y
CONSIDERANDO:
Que es necesario asegurar la continuidad de la exportación de manzanas, peras y membrillos a la
REPUBLICA FEDERATIVA DEL BRASIL.
Que en la Reunión Bilateral entre funcionarios de la SECRETARIA DE DEFENSA
AGROPECUARIA y el SERVICIO NACIONAL DE SANIDAD Y CALIDAD
AGROALIMENTARIA de fecha 12 de septiembre de 2002, se acordó la implementación de un
"Programa para la Exportación de Manzanas, Peras y Membrillos de la REPUBLICA ARGENTINA
bajo un Sistema de Mitigación de Riesgo de Carpocapsa (Cydia pomonella, L.)".
Que por Resolución SENASA N° 891/2002, se aprobó el Programa mencionado en el considerando
precedente.
Que es necesario implementar dicho sistema en todas las regiones productoras que exporten las frutas
mencionadas con destino a la REPUBLICA FEDERATIVA DEL BRASIL.
Que los sectores productores, exportadores y empacadores involucrados en las actividades inherentes
al referido Programa, fueron partícipes en la elaboración del mismo, así como en las estimaciones de
sus costos.
Que el Programa incluye medidas fitosanitarias obligatorias que los productores interesados deberán
cumplir, para embalar fruta fresca con destino al citado país, y deberán concurrir con su
financiamiento.
Que se han realizado los cursos de capacitación programados por el SERVICIO NACIONAL DE
SANIDAD Y CALIDAD AGROALIMENTARIA para habilitar al personal que cumplirá funciones
de monitoreador e inspector del Programa.
Que el suscripto es competente para dictar el presente acto de conformidad con las facultades
conferidas por el artículo 8°, inciso e) del Decreto N° 1585 del 19 de diciembre de 1996, sustituido por
su similar N° 394 del 1° de abril de 2001.
Por ello,
EL PRESIDENTE DEL
SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA
RESUELVE:
ARTICULO 1° — El monitoreo obligatorio para la emisión del Reporte de Daños, establecido en el
Programa para la Exportación de Manzanas, Peras y Membrillos de la REPUBLICA ARGENTINA
�bajo un Sistema de Mitigación de Riesgo de Carpocapsa (Cydia pomonella, L.) con destino a la
REPUBLICA FEDERATIVA DEL BRASIL, aprobado por Resolución N° 891 del 20 de diciembre de
2002 del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, a aplicarse
dentro de la Región Patagónica, será realizado por personal capacitado y habilitado por el SERVICIO
NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA.
ARTICULO 2° — El costo del monitoreo para el Reporte de Daño estará a cargo del sector
exportador, mientras que los Gobiernos Provinciales, contribuirán al financiamiento de los pequeños
productores que no estén integrados.
ARTICULO 3° — Fijar un costo referencial para las tareas de monitoreo, de acuerdo a lo detallado en
el Anexo que forma parte integrante de la presente resolución.
ARTICULO 4° — La presente resolución entrará en vigencia a partir del día siguiente al de su
publicación en el Boletín Oficial.
ARTICULO 5° — Comuníquese, publíquese, dése a la Dirección Nacional del Registro Oficial y
archívese. — Bernardo G. Cané.
ANEXO
PROCEDIMIENTO PARA LA EMISION DEL REPORTE DE DAÑO
Las empresas y/o productores, inscriptos en el Programa para la Exportación de Manzanas, Peras y
Membrillos de la REPUBLICA ARGENTINA bajo un Sistema de Mitigación de Riesgo de
Carpocapsa (Cydia pomonella, L.) con destino a la REPUBLICA FEDERATIVA DEL BRASIL,
deberán abonar un costo del monitoreo para la emisión del REPORTE DE DAÑO POR ESPECIE O
VARIEDAD/UNIDAD MINIMA DE INSCRIPCION (UMI), el que tendrá un valor básico de PESOS
VEINTICINCO ($ 25.-) por hectárea, considerando las hectáreas que cada especie y/o variedad ocupe
en dicha UMI.
El costo del Reporte de Daño, deberá abonarse mediante depósito en cuenta específica, de las
sucursales del BANCO DE LA NACION ARGENTINA de la Región Patagónica.
El interesado en obtener el Reporte de Daño de cada Variedad/UMI, deberá, antes del inicio del
monitoreo, entregar al monitoreador que realizará la tarea, el talón original que acredite el pago. Esta
es una condición indispensable para el inicio de la misma.
�Todas las actividades relativas al Programa, estarán a cargo de la Coordinación Regional Patagónica
del Programa de Lucha Contra la Carpocapsa, bajo la responsabilidad instrumental de la
FUNDACION BARRERA ZOOFITOSANITARIA PATAGONICA (FUNBAPA) por delegación del
SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, en el marco del
acuerdo vigente.
