Que por la Resolución N° 312 del 1 de noviembre de 2007 de la ex-SECRETARIA DE AGRICULTURA, GANADERIA, PESCA Y ALIMENTOS se creó el Registro Nacional Fitosanitario de Operadores de Material de Propagación, Micro propagación y/o Multiplicación Vegetal, para el control de plagas no cuarentenarias reglamentadas, reglamentado actualmente a través de la Disposición N° 4 del 4 de junio de 2013 de la Dirección Nacional de Protección Vegetal del SENASA. Que durante los años 2015 y 2016 se produjeron en el territorio nacional más de tres millones de plantas cítricas bajo cubierta de materiales certificados por Res. ex. SAGPyA 149/1998, en viveros registrados que cumplen con la normativa vigente. Que el movimiento de todo el material de propagación cítrico debe realizarse bajo el amparo de la Guía de Sanidad Para el Transito de Plantas y/sus Partes, documento que al no estar informatizado no permite el control y seguimiento de estos materiales. Que mediante la Resolución N° 31 de SENASA, del 4 de febrero de 2015, se aprueba el Documento de Tránsito Sanitario Vegetal (DTV), a cuyo amparo debe efectuarse el tránsito de productos, subproductos y derivados de origen vegetal. Que la citada Resolución N° 31/2015 faculta a la DNPV, en sus artículos 4° y 5°, a disponer la incorporación de productos, subproductos y derivados de origen vegetal al DTV. Que la Dirección de Asuntos Jurídicos ha tomado la intervención que le compete. Que el suscripto es competente para dictar el presente acto en virtud de lo dispuesto por el artículo 5° de la Resolución N° 31 del 4 de febrero de 2015, ambas del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA. Por ello, EL DIRECTOR NACIONAL DE PROTECCION VEGETAL DISPONE: ARTÍCULO 1° — Documento de Transito Sanitario Vegetal (DTV). Obligatoriedad de uso para el traslado de material de propagación cítrico. Se incorpora para el tránsito y/o movimiento de material de propagación cítrico (plantines, yemas y/o plantas injertadas) el uso obligatorio del Documento de Transito Sanitario Vegetal (DTV), aprobado por Resolución Senasa N° 31 del 4 de febrero del 2015. ARTÍCULO 2° — Sustitución. Amparo del material adquirido a terceros. Se sustituye el inciso f) del artículo 39 de la Disposición N° 4 del 24 de Junio de 2013 de la Dirección Nacional de Protección Vegetal el cual quedará redactado de la siguiente forma: Inciso f) “Demostrar el origen de todo el material de propagación adquirido a terceros (plantines, yemas y/o plantas injertadas) mediante el Documento de Transito Vegetal que se encuentre amparando el origen de ese material”. �ARTÍCULO 3° — Incorporación. Se incorpora la presente disposición, al Libro Tercero, Parte Segunda, Título I, Capítulo III, Sección 1 del Índice Temático del Digesto Normativo del SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA, aprobado por la Resolución N° 401 del 14 de junio de 2010 y su complementaria N° 416 del 19 de septiembre de 2014, ambas del citado Servicio Nacional. ARTÍCULO 4° — Vigencia. La presente disposición entra en vigencia a partir del día siguiente al de su publicación en el Boletín Oficial. ARTÍCULO 5° — De Forma.
